Is it legal for learners to practise in car parks?

Q:Can I take my daughter to practice driving in our local supermarket car park even though she doesn’t have a provisional licence yet, given that it is off road?

mini in car park A: Your daughter would not be prosecuted for driving without a licence but she could be prosecuted for driving without insurance.

A driving licence is not required in a supermarket car park because it is not a proper road but it is still a public place, therefore insurance is required. She would not be able to get insurance without a provisional licence, either in her own right or as a named driver on your policy, so she would be breaking the law for driving without insurance.

Certain rules are different in a supermarket car park - for example, you don’t need road tax or an MoT - but if an accident occurs, you are still obliged to stop and exchange details as if you were on a road and you can still be prosecuted for such matters as dangerous or careless driving or drink driving.

The supermarket might have its own objections to you using their land for driving practice too.
